Andrew J. Koopman, Electrical & Computer Science Practice Group Co-Leader, Buchanan Ingersoll & Rooney PC

Many people come to intellectual property law through an interest in science.  Andy was led here by his love of argument. From debating philosophy in high school, to feuding about sports in college, Andy turned his natural inclination to challenge into a daily passion.  Now, Andy gets to spend his days defending attacks on his clients’ intellectual property and securing patents for his clients, and he would not have it any other way.

When he learned that intellectual property attorneys typically focus on either patent prosecution or litigation, Andy disagreed (of course).  Pouring himself into both sides of intellectual property practice, Andy specializes in both patent and trademark litigation and patent prosecution, and he is the co-leader of the firm’s electrical/computer science practice group. The breadth of his practice allows Andy to offer his clients a complete and integrated strategy to intellectual property protection and enforcement.

Andy is President of the Philadelphia Intellectual Property Law Association, where he coordinates monthly educational and social meetings with IP professionals in the Philadelphia and Delaware bars.  Andy has written a chapter on Noninfringement and Invalidity Opinions in the American Intellectual Property Law Association’s Electronic and Software Patents textbook.  On multiple occasions, Andy has spoken at the Pennsylvania Bar Institute’s IP Law Institute on the subject of patent subject matter eligibility under 35 U.S.C. § 101.  Andy has been named a Pennsylvania Rising Star for many years in the areas of intellectual property and intellectual property litigation.

When he is not working, Andy is kept busy by a number of hobbies, including cooking, running, and gaming.  He is an avid fan of professional and college sports, and a lifetime supporter of most Philadelphia sports franchises.

Ben Waxman – Pennsylvania State Representative, 182nd Legislative District

Ben Waxman was elected to represent Pennsylvania’s 182nd Legislative District in Center City and parts of South Philadelphia in November 2022. A lifelong  advocate, journalist, and  organizer, Waxman has spent his career fighting for equitable  policies and has become a voice for issues that impact all  Pennsylvanians. A dedicated advocate for critical issues,  Waxman has emerged as a  leading voice on public
transit funding, consumer protections in cryptocurrency, and prison reform. He has also actively supported students and staff at the University of the Arts after its abrupt closure, leading to meaningful education reform for higher education institutions, and has successfully expanded grant programs to assist nonprofits in preventing hate crimes throughout the Commonwealth.

Waxman currently serves on the Appropriations, Commerce, Finance, State Government, and Gaming Oversight Committees and holds the role of Subcommittee Chair on Intergovernmental Affairs for the Philadelphia House Delegation.

As a 15-year resident of Center City, Waxman has served on the boards of the Center City Residents Association, Pennsylvanians for Alternatives to the Death Penalty, Jewish Labor Committee, and the 8th Ward Democratic Executive Committee.

He and his wife, Julie Wertheimer, are active members of the Beth Zion-Beth Israel synagogue in Center City. Waxman was raised in Montgomery County, Pennsylvania, and attended Springfield Township High School before graduating with a B.A. from Juniata College in 2007.

Anna-Maria Osula, Cyber and Economic Counselor at the Estonian Embassy in DC

Dr. Anna-Maria Osula serves as Counselor for Cyber and Economic Affairs at the Embassy of Estonia in Washington, D.C. Prior to assuming her role at the Embassy in August 2024, Anna-Maria was a Counselor at the Department of Digital and Cyber Diplomacy in MFA Estonia.

Before joining the Foreign Service, she held a position as a Senior Researcher at Tallinn University of Technology and a Global Digital Governance Fellowship at Stanford University. For several years, Anna-Maria has represented Estonia at the UN negotiations in the Open-Ended Working Group (OEWG) on information and communication security.

Anna-Maria is a renowned expert in the field of cyber security policy and international law in cyber space, having worked at Guardtime as a Senior Policy Officer and as a Legal Researcher at the NATO Cooperative Cyber Defence Centre of Excellence in Tallinn, where she led projects focused on national cyber security strategies, international organizations, and international law. She has extensive experience in teaching cybersecurity and international law to graduate and postgraduate students. She is often invited to speak at the conferences and expert panels.

At the Embassy in Washington, D.C., Anna-Maria represents Estonia on key issues related to cybersecurity and digital technology, including economic and research cooperation. She engages with U.S. stakeholders responsible for cybersecurity, capacity building, and emerging technologies. As a renowned expert on e-governance and digital public services, she serves as a key liaison for Estonia’s e-government initiatives and digital public services abroad.

Anna-Maria holds a PhD in Law from the University of Tartu and an LLM in IT Law from Stockholm University. 

 

Vice-President – AI Innovation Expert Services Lead, Global AI Enablement Center of Expertise

Fred Miskawi leads the AI Innovation Expert Services in CGI’s AI Enablement Center of Expertise. He is responsible for connecting CGI’s coalition of applied AI experts in CGI Innovation Centers and emerging technology practices. 

With expertise spanning AI, human-centered design and agile delivery, Fred has been advising clients for more than 20 years on how to build and innovate robust and responsible ecosystems that deliver ROI-led transformation— stressing the importance of human judgment and oversight in transformations.

Fred previously supported CGI’s U.S. operations as a member of CGI’s Global AI Cabinet, contributing perspectives on governance, ethics, and workforce strategies to steer emerging technologies toward trustworthy outcomes. He advocates balancing AI’s possibilities with pragmatic solutions tailored to clients’ needs and cultures.

Fred sees AI models as an opportunity to augment human capabilities, not replace them. His specialty areas include guiding clients on the safe adoption of generative models, computer vision applications, cloud-based AI platforms, and proving value before scaling. He thrives when collaborating with cross-functional teams to evolve AI maturity in a thoughtful, staged manner.

Managing Partner, Mission OG

George focuses on investment opportunities in software and data. He is a driven entrepreneur and former executive who has a passion for building and supporting the growth of innovative business solutions to solve market challenges.

Prior to MissionOG, he co-founded and bootstrapped ITtoolbox, an online community for IT executives and professionals. A leader in best practice knowledge sharing, the company pioneered concepts for online community building and digital marketing, and was eventually acquired by CEB. Post-acquisition, George ran the company’s business unit and expanded its focus to include communities for financial and human resource professionals. Prior to ITtoolbox, he co-founded an IT services company and was a consultant for Accenture.

George graduated with a B.S. in Finance from Villanova University.
