His Excellency Ibrahima Touré, Ambassador of the Republic of Côte d’Ivoire to the United States
H.E Ibrahima Touré is the Ambassador of the Republic of Côte d’Ivoire to the United States of America. He was appointed to this position on October 6, 2021 and took office on December 14, 2021.
Ambassador Touré has a solid background in public administration and international relations. He actively participated in international meetings and training workshops. He is equipped with outstanding soft skills, including communication, critical thinking, and problem-solving, with an excellent academic background. He speaks and writes in French and English fluently.
In 1993 he graduated from the University of Abidjan with a bachelor’s degree in English. In 1996-1998 he studied diplomacy in the National School of Administration (ENA). After successfully graduating from that institution, he was enrolled in the Japanese International Cooperation Agency (JICA) training course in Tokyo, Japan. The workshop expanded his knowledge of financial and technical cooperation mechanisms in Japan. In the same year, he was first employed as a Research Officer in Africa, Asia, and the Middle East Department of the Ministry of Foreign Affairs of Côte d’Ivoire in Abidjan. In 2000-2001 Ambassador Touré participated in two training courses in Rotterdam, Netherlands, and Beijing, China.
During the early 2000s, he participated in various international meetings and became a member of various institutions and organizations, including the Royal African Society, Chatham House, and Business Council for Africa (BCA). In 2000 he was promoted to the position of First Secretary in charge of Economic and Commercial Affairs in the Côte d’Ivoire Embassy in the UK. In 2006 Ambassador Touré was further promoted to the Counselor on Economic Affairs.
In 2002-2012 Ambassador Touré organized a series of events on economic relations and investment opportunities for British investors in Côte d’Ivoire. These helped improve organization, time management, and conflict management skills. His academic career was finished in 2005 after he got a post-graduate degree in Political Economy at the University of Westminster in London. In 2012 he continued organizing events by participating in the Conference on Investment Opportunities in Mines and Hydrocarbons. During 2013-2015 he organized and participated in a series of meetings and events on economic, trade, and security issues. The professional development continued in 2014 when Ambassador Touré was enrolled in the training seminar on Geopolitical and Strategic Issues in West Africa. It allowed him to advance his career and get the position of Deputy Director and Research Officer in the Office of the Minister of State in 2012 and get promoted to Deputy Director of Geopolitical Analysis. The professional career was directed to the development in the diplomacy field.
In 2016 Ambassador Touré became an Advisor to the Permanent Representative of Côte d’Ivoire to the UN in New York, the United States. It was the ground for further career development. After finishing training courses in UNITAR on conflict resolution and in Beijing on the UN Security Council, Ambassador Touré was ready to advance to higher diplomatic positions. In 2018-2019 he served as a Political Coordinator to the UN Security Council and in 2019 was appointed Ambassador and Deputy Permanent Representative of his country to the UN headquarters. Working in the UN structure allowed him to amass significant experience in diplomacy and international relations. While working in the UN Security Council, he visited Mali and Burkina Faso in 2019. Eventually, he got the responsibility as a Vice President to draft and present the UN Convention on the Law of the Sea (UNCLOS) in 2020 and 2021.
Mr. Adjé Silas Metch, Minister of Sport
Adjé Silas Metch has served as the Minister of Sports since January 23, 2026, and as the elected Member of Parliament for the Dabou constituency since December 2025. Prior to this, he was appointed Minister Delegate to the Prime Minister, Minister of Sports and Urban Living Environment, in charge of Sports and Urban Living Environment within the Ivorian government on October 17, 2023.
Five months after his initial appointment, Côte d’Ivoire won the 34th edition of the Africa Cup of Nations (CAN).
Diplomatic and Political Career:
- Ambassador Extraordinary and Plenipotentiary: Served the Republic of Côte d’Ivoire to the Democratic Republic of Congo, Rwanda, and Burundi, residing in Kinshasa.
- Director of Global Issues: Appointed to this role within the Ministry of Foreign Affairs of the Republic of Côte d’Ivoire in March 2020.
- Member of Parliament: Served as a substitute deputy for the Dabou Sub-prefecture seat from 2016 to 2021.
Education and Qualifications:
Ambassador-Minister Adjé Silas METCH holds the following academic credentials:
- CAPES (Certificate of Pedagogical Aptitude for Secondary Education) in German, obtained from the École Normale Supérieure (ENS) of Abidjan.
- Master’s Degree in Legal Sciences, specializing in Political Science, from the University of Cocody (Abidjan).
- Linguistic Skills: He is fluent in French, German.
Honors and Distinctions:
The Minister has received several prestigious titles:
- Commander of the Order of Merit of the Civil Service (November 4, 2025).
- Commander of the Order of Sports Merit (2023).
- Officer of the National Order (2021).
- Officer of the Order of Merit of National Education (1998).
